The Illinois State Bar Association concluded that Judge Michael Tully Mullen was “Highly Qualified” and the Decalogue Society of Lawyers found that Judge Mullen was “Highly Recommended” for the position of Circuit Court judge. The Chicago Council of Lawyers found Judge Mullen “Well Qualified” and observed that Judge Mullen was “highly regarded as a very experienced trial lawyer with substantial experience in both civil and criminal law matters” and that he had “experience as an appellate lawyer, as well.” The Chicago Bar Association found Judge Mullen to be “Highly Qualified” and noted that Judge Mullen had risen to “the position of deputy chief of the criminal division (of the U.S. Attorney’s Office) where he supervised 35 attorneys” and also that Judge Mullen “received prestigious achievement awards from the U.S. Department of Justice.”

Judicial Experience
Judge Michael Tully Mullen was elected in 2012. Judge Mullen is assigned to the Chancery Division of the Circuit Court of Cook County, where he hears a wide variety of cases, including cases that require the determination of insurance coverage, interpretation of contracts, as well as class action and administrative review cases. Judge Mullen was previously assigned to the Mortgage Foreclosure/Mechanics Lien section of the Chancery Division, where he primarily presided over commercial and residential mortgage foreclosure cases.

Legal Experience
Prior to becoming a Judge, Judge Mullen worked as an Assistant Attorney General for three years and as an Assistant United States Attorney for the Northern District of Illinois, Eastern Division (Chicago) for six years, where he was the Deputy Chief of the Criminal Division. Following his government service, Judge Mullen was in private practice for 20 years where he obtained in excess of $100,000,000.00 in personal injury verdicts and settlements on behalf of his clients.
