Hon. Joanne F. Rosado

In 2017, Judge Rosado was appointed by the Illinois Supreme Court to the 11th Subcircuit as Judge in the Circuit Court of Cook County. Initially assigned to the First Municipal Division, she later transitioned to the Juvenile Justice division upon her election to the Circuit Court in 2018. Currently, Judge Rosado serves in the  Criminal division at the Leighton Criminal Court. 

Born and raised in Chicago, Illinois Judge Rosado earned her  Bachelor’s degree in Political Science from DePaul University in 1993 and went on to obtain her J.D. degree from University of Illinois – John Marshall Law School in 2001. During her time at law school, she was inducted into Phi Delta Phi and was recognized in Who’s Who. 

From 2001-2016, Judge Rosado practiced law in the private sector, specializing in real estate, estate planning, and negotiations. During the same time period, from 2002-2017, she served as an Assistant Public Defender in Cook County, where she focused on homicide cases in the Multiple Defendant Division, covering all of Cook County. 

Judge Rosado is actively involved in various legal committees and initiatives. She currently serves on the Criminal Bench Book Committee and Education Conference (EdCon) for Judicial Education Criminal track planning committee. Notably, she co-created the Sovereign Citizens and other difficult litigants class for EdCon 2024 and the Juvenile sentencing class for EdCon 2022.  She has served on the National Council of Juvenile and Family Court Judges Diversity Committee, Juvenile Bench Book Committee and Edcon 2020 Family Track Planning Committee. She is also a Judicial mentor to newly elected or appointed Judges.

Her dedication extends beyond the legal realm, as she has been an executive member of the Puerto Rican Bar Association Board  for over a decade, overseeing initiatives such as the Adopt A Family Program and co-chairing the Pack the Pantry program. She is an active member of ILJA and HLAI and has received recognition for her community contributions, including the Hilda Frontany Community Care Award from Rincon Family Services. 

Judge Rosado is deeply committed to mentorship, participating in programs like UIC-JMLS, Diversity Scholarship Foundations – First Generation Program, Women’s Bar Association of Illinois, Hispanic Lawyers Association of Illinois, and Women Everywhere Program since 2014. She is also a member of the Alliance of Illinois Judges and regularly engages with Chicago Public High Schools as a presenter, speaker, and panelist, directly impacting youth in her community.
